These posters are both based on World War II propaganda posters. The anti-plane poster is based on "He's Watching You" by Glenn Grohe, which was a warning against revealing state secrets through casual conversation.
The pro-plane version is based on the British recruitment poster "Women of Britain Come Into the Factories" by Philip Zec.
The colors are taken from the Maryland and Baltimore flags, with grays added as complementary colors.
The Baltimore spy plane was a pilot program to use small private airplanes to continuously photograph the city. Police would then have access to the surveillance imagery as evidence.
